Recycled versus virgin polymers: understanding price differences
There is no single recycled-plastic discount. A qualified recycled grade can cost more than its virgin counterpart, while another recycled material sells for less. Polymer type, color, permitted application, consistency and delivery terms determine whether two prices are meaningfully comparable.

As of November 20, 2025. Europe's 2025 market makes that distinction especially important. Recycling businesses report financial pressure, yet that does not mean every buyer can obtain a suitable recycled grade cheaply or reliably. The task is to compare usable materials and the evidence supporting them.
Start with the actual grade
S&P Global's July 4 market assessment illustrates how different the spreads can be. On June 25, its Northwest European virgin PET assessment was €980 per tonne, €676 below the assessed food-grade recycled PET pellet price. Recycled translucent LDPE pellets carried a much smaller premium over virgin LDPE, while recycled black ABS pellets were assessed at a discount to virgin ABS.
Those observations relate to specified grades, delivery bases and dates. They are not a November quotation, a global average or proof that one production route is always more expensive. Their practical lesson is that a headline about cheaper virgin plastic cannot be applied uniformly across polymers and applications.
Ask the supplier to define resin family, grade, color, form, intended use and relevant performance limits before comparing price. A film converter and a manufacturer of rigid technical parts may both buy polyethylene, but that does not make their material requirements interchangeable.
The comparison should also identify whether the quoted material is scrap, washed flake, compounded pellet or a finished approved formulation. These are different points in the value chain. A low price for an intermediate material cannot be treated as the price of a production-ready substitute without accounting for the work still required.
Industry distress does not create identical buying opportunities
Plastics Recyclers Europe's November report estimated that European recycling-sector turnover fell from €9.1 billion in 2023 to €8.6 billion in 2024. It put installed capacity at 13.5 million tonnes and reported the closure of facilities representing about 0.3 million tonnes of capacity during 2024. Its geographic coverage is the EU27 plus Norway, Switzerland and the United Kingdom.
PRE associated the pressure with operating costs, weak demand and competition from virgin plastics and lower-priced imports. These are the findings and interpretation of the recyclers' industry association. They are relevant evidence of supplier conditions, but not an independent audit of every plant or every imported material.
A purchaser should therefore ask two separate questions: whether an offered grade is competitive today, and whether the supply arrangement can support the required production programme. A favorable spot offer may resolve an immediate need without establishing repeat availability. A long-term agreement may provide different value if it specifies quality, volumes and the treatment of changes.
Do not assume that sector-wide spare capacity equals available capacity for the required grade. Equipment, feedstock and qualification requirements constrain what a particular plant can supply. The useful unit for procurement is the approved material from a defined source, not the sum of all recycling equipment in Europe.
Compare performance and processing alongside purchase price
The European Environment Agency's 2025 waste-recycling assessment stresses the importance of recycling quality alongside increasing recycled quantities. Its measures cover waste streams broadly; they do not certify the suitability of a polymer for an individual product.
For the buyer, that distinction points toward an application-specific comparison. Identify the properties that determine whether the part performs its function, and agree how they will be tested. Ask which limits apply to each delivered batch and which relate only to an initial sample or a typical value on a datasheet.
Then evaluate the material on the intended process. Record settings, accepted output and the reasons for rejection. A trial should make clear whether a result came from the resin itself, a particular formulation, processing conditions or an interaction among them. Avoid presenting a single successful sample as evidence of uninterrupted production capability.
The following is an illustrative cost comparison, not an industry performance estimate. Suppose material A costs €1.00 per kilogram and yields 95 kilograms of accepted output from 100 kilograms purchased. Its purchased-material cost is about €1.053 per accepted kilogram. Material B costs €1.05 and yields 99 kilograms; its corresponding cost is about €1.061. The difference in this simplified comparison is much smaller than the difference in purchase price.
That example excludes energy, labor, reprocessing, disposal and any recovery value. A real comparison must add the relevant items and use measured yields. The purpose is to show why procurement needs a denominator connected to acceptable product, rather than treating the invoice price as the complete cost.
Separate a policy signal from an immediate order
The Council of the EU's December 2024 adoption announcement for the packaging regulation described future recycled-content requirements and other measures to reduce packaging waste. The final legal text establishes different obligations and dates for different packaging categories. A supplier cannot convert a future requirement into a present purchase order merely by pointing to the overall direction of policy.
For material planning, identify the product category, market and applicable timetable before estimating demand. A buyer preparing for a future requirement may need to qualify a source well before large-volume purchasing begins. Another application may face a different obligation or no equivalent requirement under that particular rule.
The OECD's October 2024 plastics-policy study also separates policies affecting production and demand from design, recycling and leakage measures. Its alternative scenarios vary in geographic coverage and policy ambition. They are modeled pathways, not a schedule of resin orders. That is a useful distinction when interpreting long-term market projections.
Keep the technical qualification and the compliance assessment distinct. A material can satisfy a mechanical specification without providing the documentation required for a recycled-content claim. Conversely, evidence of recycled origin does not establish that the material will perform in the proposed product.
This distinction also protects the commercial discussion. Ask what claim the customer intends to make and what evidence it needs from the supply chain. Resolve the documentation requirement before agreeing that two offers are equivalent. Avoid relying on a marketing description as a substitute for an agreed specification and evidence package.
Treat supply consistency as a measurable requirement
A sensible supply agreement describes more than the first delivery. It identifies the approved source and grade, acceptance checks, the information accompanying each batch and the process for notifying changes. The right detail depends on the application, but the principle is straightforward: a repeat order should mean a controlled repeat of what was qualified.
Ask how the supplier handles a change in feedstock or processing route. Establish whether it requires notification, retesting or customer approval. These are proposed procurement disciplines, not a statement that every recycled-material supplier uses the same operating model.
For continuity planning, distinguish an alternative source that has been reviewed on paper from one that has passed the required production trial. Record the steps and time still needed to move between them. A list of potential suppliers offers little protection if none can supply an accepted grade when needed.
The same discipline applies to virgin polymers. Recycled and virgin materials should face the relevant product requirements, with the additional origin and claim evidence requested where appropriate. The objective is a fair comparison of the offers actually available.
Build a comparison that a production team can use
A useful decision sheet brings together delivered price, specification, qualification status, measured production results, documentation and continuity arrangements. It should show which items are verified and which remain assumptions. Keep the date of each quotation visible.
November's European evidence does not support a blanket rule to buy recycled or virgin resin. It supports a more precise approach: compare like-for-like grades, test them for the intended use and account for the full route to accepted output. The attractive price is the one attached to a material the business can use consistently and substantiate accurately.
